I don't buy that it's Dr. Hugo Strange for 3 reasons.
1) It doesn't fit with Nolan's theme and motif work.
2) Steve Englehart won't sign off on it. DC does have to get creator approval on characters created from 1938-1984. If they don't get consent, they still have to pay basic character rights usage. They haven't done that yet.
