Cringe-worthy. I remember disliking it when I last saw it 20 some-odd years ago. I gave it another shot (it was the Movie of the Day on CHUD a couple of days ago) and it was even worse than I remember. What's amazing is that 'Airplane!' and the first 'Naked Gun' film are STILL FUNNY. STILL. FUNNY. CONSISTENTLY. There isn't a single moment/joke in 'Top Secret!' that even comes close to the level of the mediocre jokes from the other two films.
