If I never finished Max Payne 1* (I still have it, maybe I should see if my save file is still on the PS3) or played Max Payne 2, would I understand what's going on in this game?

I would at least play Max Payne 2, as it's a great game and it has 100% less crying baby maze. Also it's probably pretty cheap right now on PC.
The previous games do provide some prospective on why Max is who he is at the start of Max Payne 3, but I'm pretty sure you could jump in cold fine.sigpic
