Fallout 3 was more immersive and forced confinement on you in the tunnels and in the city, but New Vegas has a sprawling western sort of vibe to it that still boasts an extremely hostile environment.
They're different enough to offer different experiences, but Vegas has a Postman-like grudge match at the center of it.
