Here's what you misunderstand. It wasn't a conscious decision to make it The American Way. It became the American Way, as Clark grew and stopped identifying himself as outside alien. He knows he's different, but he came here and it's his home.
If he landed in England, it would be the British Way and so on. Mentally, he's the human son of farm folk in America's Heartland. Physically, he's an alien Demi-God who might as well be Christ to the DCU.
The schism between these two selves is what drives the character and what causes a lot of teams to lose sight. At heart, Clark can't handle the fact that he is everything to everyone. It doesn't gel with his mental makeup, even though he could fart in the sun with pleasure.
Krypton had its troubles. They sacrificed personal and emotional growth for the greater good. Clark has to learn about this via crystalized recordings because it's about as relevant to him as The Pilgrims are to you.
Clark/Kal-El isn't here to make a better way. He's here to do what he can. He doesn't want to be a world savior, even though he is. He just wants to be where he's needed. It's that Utilitarian mindset that keeps him from turning into a despot like Zod.
