Paramount made it available as part of their deal with Criterion. Criterion jumped at the chance of a big-seller, that's it. Economics more than anything.

A film like The Rock, Armageddon, Chasing Amy helps to pay for flicks like Fish Tank, Still Walking or Senso.

I recently re-watched 'The Rock'. You know what? It's actually a damned good movie. I was surprised by how much I actually enjoyed it compared to the other Bay crap. 'Armageddon' is still utter shit, though.
